I do not think you can really fold JJ here although its in the bottom of your range for shoving. Even if these guys are tight it really only matters what chipleader's range is since you would get it in with UTG regardless. As long as chipleader's range includes AQs+, AQo+, and 99+ (which is pretty conservative) then you have to get it in. You likely only get called by JJ+, AKs, AKo if the chipleader is pretty tight, but he folds enough of his range to make up for your equity against his calling range to make this +cEV. Plus he might make a mistake and call with worse hands in his range.
