I think he either has top pair that wants to get value from draws on the turn, or he has a mediocre pair / A high / straight draw (AdXd, KdQd, 9d8d, 8d7d, 7d6d) that turned some equity with a flush draw. Notes would help here a lot.
We definitely can't bet/3bet the river... there is just no amount that gives us any kind of fold equity. The best I can figure is to bet like $5 hoping to get some of the weakest pairs and Q-high or better to fold, but I would expect to be called by a lot of J pairs and even a weirdly-played overpair.
And as for your cbet, I'm not sure whether it folds out any of the hands you mentioned. Preflop nits aren't always postflop nits, KQ has so much equity that calling can be profitable here (obviously, considering that you have any 2 suited in your range), and a Villain with a hand like AQ (especially with a backdoor flush draw) or 77 might just get stubborn, being tired of constantly folding to your cbets.
The turn is pretty dicey. Villain's bet really looks like he's trying to keep the pot small, so I'm tempted to make it bigger and raise to like $9-10. Of course we have odds to call, but then again, we could be chasing a flush-under-flush.
