I don't think you're EVER ahead on this turn. a loose passive has a lot of shitty 1 pair hands he'll c/c this flop with, and a lot of his draws hit pairs. he might let go a pair of nines with no draw, but he'll fold all those weaker pairs most of the time and if he doesn't we have good equity vs that so I think it's a clear bet.

The problem is that hero started with a weird stack size. 100bb I fire 3/4 pot...with this stack size I'd want to bet less than half, but I'm not sure if that's big enough to make him fold a large enough part of his range.
