Default Maniac or miss click? flop spot

Villain is 20/7 but only over a small sample with a flop af of 2.0
Lets say it isn't a miss click, is this almost always strength trying to look like a bluff?

The more I think about it I'm thinking that providing they're not a player who just goes bat shit crazy with atc, this is pretty much always strength, trying to look like a crazy bluff.

    UTG+2: $4.04
    MP: $0.97
    MP+1: $10.22
    CO: $1.01
    BTN: $7.21
    SB: $2.00
    BB: $1.22
    UTG: $1.02
    Hero (UTG+1): $1.72

Pre Flop: (pot: $0.03) Hero has 9 9

fold, Hero raises to $0.06, fold, fold, fold, fold, fold, fold, BB calls $0.04

    Flop: ($0.13, 2 players) 8 7 T
    BB bets $0.50, Hero?

Always fold to this, when you see them do it lots in a short period of time and you have a good hand that's when you start calling.

Just take notes when he does it in the future and whether he had a hand or not when it goes to showdown. Will give you a rough idea, although you probably won't get anywhere near enough hands on him to have any solid evidence.

insta fold against a 20/7 without further reads.

He may have 20/7 stats but he is bad regardless (not full stacked, ridic bet sizing, etc).

Come to think of it, why are you not full stacked?
