it's not like 99 in this spot is just setmining, and if they are you aren't exactly 3betting an optimal range from the button

if people are constantly calling 3bets against you with like 22-99 out of position then just 3bet the hell out of them and win a lot of small/medium pots 7/8ths of the time and the other times you stack off vs. sets you'll have more equity than just a naked overpair.
