The reason that any bluff by you on this river should be very small is that he is pretty much never folding a J or a T (the vast majority of his made hand calling range) and is always folding busto flush and straight draws etc to a smaller bet. Therefore, the only hands you can fold out any decent % of the time are these missed draws and so you need to bet a size that loses the least to the made hands that don't fold while you do this.

If you have a value hand then it's the opposite and you should try to win the most from his pairs since the busto draws fold to either size.

It's basically a spot where your sizing should be totally unbalanced with different parts of your range.

His flop and turn C-bet stats are largely irrelevant here since he had the lead on neither street and you should expect him to check to the previous streets aggressor very frequently regardless of how strong his range is.
